Gates moving to improve oversight of security firms

Gates moving to improve oversight of security firms

first_imgThe group also reviewed how contractors working for the State Department operate there. Gates dispatched the fact-finding team to Baghdad early last week, expressing concerns about whether the military has exercised sufficient oversight of the contractors. A top military officer has said he’s seen private security guards overreact, but stressed that they fill a critical need. Gates was meeting Tuesday with military and national leaders in El Salvador, the first stop in a five-day, five-country swing through Central and South America. The new review comes after a Sept. 16 incident when Blackwater USA guards killed at least 11 Iraqi civilians. It set off a wave of investigations, from the Pentagon and State Department to Congress, into the conduct and oversight of the security companies that routinely protect U.S. diplomats and others. Blackwater is the largest of the State Department’s three contractors. U.S. military commanders have the authority to discipline the guards, and to ensure they are following proper rules of conduct in their use of force. Key topics during Gates’ trip to South and Central America include regional security, counternarcotics strategies and discussions about an alternate location for a key air base in South America. He also is expected to discuss the need for additional peacekeeping forces in the Middle East, particularly in Afghanistan.160Want local news?Sign up for the Localist and stay informed Something went wrong. SAN SALVADOR, El Salvador – Defense Secretary Robert Gates said Tuesday that he expects to move on recommendations to strengthen the Defense Department’s oversight of private security firms in Iraq. Speaking during a news conference here with Salvadoran leaders, Gates said he has reviewed a preliminary report from the five-person fact-finding team he sent to Baghdad last week to investigate problems involving the security contractors. “The recommendations from the group look very reasonable to me,” said Gates, who declined to outline the contents of the report. “I anticipate that we will move forward to try to implement them.” He said the “report made a number of recommendations on how we can strengthen our oversight of contractors working for the Department of Defense.” last_img read more

South Africa’s elephant Norms and Standards to be amended

South Africa’s elephant Norms and Standards to be amended

first_imgOn Wednesday, the Department of Environmental Affairs (DEA) announced it would be amending norms and standards regarding elephant management in the country. The provisions are regularly reviewed and where necessary, updated or amended every four years.Since the implementation of the latest Elephant Norms and Standards, there have been challenges facing elephant owners and managers, and conservation authorities. According to the DEA, these include:Requirements relating to an elephant management plan;Complexities relating to the information to be included in the management plan;Lack of clarity regarding who is responsible for developing a management plan for a roaming (wild) elephant in instances where its origin cannot readily be determined; No provision for methods of euthanasia; That management decisions involving roaming elephants of unknown origin in the Transfrontier area of Limpopo should be in favour of research on the movement of those elephants, rather than to allow the hunting thereof; andThe DEA must ensure that provisions of the Elephant Norms and Standards are aligned with provisions of the Threatened or Protected Species (TOPS) Regulations involving elephants. Some of the provisions in the norms and standards also do not specify whether they apply to wild or captive elephants. This includes restrictive provisions relating to “the import or export of live elephants, as no provision has been made for the export of captive elephants to captive facilities (e.g. such as exchanges between zoos)’.The draft revised Norms and Standards will be gazetted in 2015 for interested and affected parties to comment on.last_img read more

The Lenses Through Which I View People

The Lenses Through Which I View People

first_imgThere are a lot of lenses through which you can view things. Your sales process is a conceptual framework from which to view sales. The methodologies that you use are also lenses on how to think about certain ideas. I study human achievement, success, and psychology, believing that all the results we produce are through, for and with people, and the problems we have are people problems. Here are four of the lenses I use.Anthony Robbins’ Six Human Needs Psychology: Robbins is known for a lot of things, mostly for his late-night television infomercials and Personal Power II. But that was early work for him, and as powerful as it is, the work he does with people at his live events and at Robbins-Madanes Training is far more interesting and useful. That work is fundamentally built on his Six Human Needs Psychology, which makes Maslow’s hierarchy useful.Robbins believe that you have six human needs: certainty, uncertainty (variety), love (or connection), significance, growth, and contribution. You are driven primarily by two of these needs, even though you have all of them. Some people choose healthy vehicles to meet these needs, while others make unhealthy choices (you could exercise to change your mental state, or you could do drugs).Robbins uses his brand of NLP, his massive charisma, and his gifts of connecting and communicating to help people change. But just knowing what needs someone is trying to meet can help you understand how best to help them.Stephen Covey’s Seven Habits: Stephen Covey was an educator, a teacher. In 1989 he wrote a self-help book that is still one of the best of its kind, The 7 Habits of Highly Effective People. Covey’s great contribution was recognizing that you first had to gain control over yourself (what he called “Independence”) before you could be effective working with others (or what Covey called “Interdependence”).Most of the problems you or I have as a human being can be solved by working on one (or more) of Covey’s habits. The first three, “Be Proactive,” “Begin with the End in Mind,” and “Put First Things First,” are a recipe for identifying your values, designing your life, and doing what is most important. The next three habits, “Think Win-Win,” “Seek First to Understand, Then to be Understood,” and “Synergize,” are about putting relationships first, being empathetic and caring, and teamwork. The final habit is to “Sharpen Your Saw,” or make time to renew yourself. This is about sustainability. All of Covey’s work is built on the idea that there is abundance, not scarcity, and that there is always a way to produce a better result. Looking at the challenges you are dealing with through Covey’s lens can help you easily pinpoint the root of almost any people-related problem you face.Ken Wilber’s All Quadrants, All Levels: There simply isn’t any way to describe Ken Wilber’s work effectively. Wilber is mostly philosopher, but the actionable and interesting part of his work is about developmental lines, how human being grow up and wake up. Wilber calls this work Integral Theory. It’s not easy to summarize Wilber’s map of everything, but it begins with the idea that human beings are capable of over two dozen types of intelligence (or lines), some of the most important being cognitive and moral intelligence. Wilber suggests that cognitive intelligence without moral intelligence leads to things like Enron and Nazi doctors. .Wilber’s levels are more difficult to describe, but he has mapped every developmental psychologists work and lined up the commonalities. All human cultures grow through these levels, and the easiest way to understand them is to look at Clare Graves and Don Beck’s Spiral Dynamics. The levels are: Beige (survival), Purple (kin spirits, magical), Red (power gods, mythical), Blue (truth force, absolutes), Orange (Strive, independence), and Green (human bonds, or pluralistic), Yellow (FlexFlow, integrative), and Turquoise (GlobalView, holistic).Wilber’s work is the best and most comprehensive map of human psychological and cultural development. This work is useful in understand why people believe and behave the way they do, and it does so without being judgmental.Howard Bloom’s The Lucifer Principle, Global Brain, and Genius of the Beast: If Wilber is difficult to describe, Bloom is impossible. He is a scientist first and foremost, and his fundamental principle is “the truth at any price, even the price of your life.” Bloom studies the superorganism that is we humans, and one of his experiments was running his own PR firm where he handled the careers of people like Prince, Michael Jackson, ZZ Top, Aerosmith, and John Cougar Mellencamp, among others.Bloom’s contributions to science are many, and he is the most well-read and meticulous researcher you will ever meet. Bloom discovered that the selfish gene doesn’t drive our behavior; we’re not all individual selection. In fact, we are driven by group selection too, and these groups are the products of memes, the cultural beliefs that connect us to each other.Bloom’s perceptual framework includes self-organizing systems (replicators), the superorganism (of which you and I are members), memes (self-replicating clusters of ideas), the neural net (or group mind), and the pecking order (dominance hierarchies).Bloom’s work helps you understand the massive cultural shifts that have occurred throughout history and what drove them. You can use these lenses to understand the great scope and sweep of history and to understand why the major issues and trends of the day are occurring now.You can use these lenses to better understand people. You can also turn them inward and better understand the one person you most need to better understand. Essential Reading! Get my 2nd book: The Lost Art of Closing “In The Lost Art of Closing, Anthony proves that the final commitment can actually be one of the easiest parts of the sales process—if you’ve set it up properly with other commitments that have to happen long before the close. The key is to lead customers through a series of necessary steps designed to prevent a purchase stall.” Buy Nowlast_img read more

The disaster in Bowbazar doesn’t seem to have come to an end as more houses have come under the threat of collapsing, apparently due to tunnelling work for the under-construction 16.6 km East-West Metro Railway project. The most affected areas are Durga Pithuri Lane, Shyakra Para Lane and Gour De Lane. Residents of several more houses adjacent to Gour De Lane were also asked to vacate their premises. Between Sunday and Wednesday, 73 houses have been vacated. On Thursday, residents of 15 houses were asked to vacate. Only 11 houses have been vacated till Friday. “We have not been informed by KMRCL about the distribution of cheques till now,” said Bharat Soni of Shyakra Para Lane.last_img read more

Settlement Talks Begin With Jerry Sandusky Victims

Settlement Talks Begin With Jerry Sandusky Victims

Jerry Sandusky victims could soon be getting paid for the anguish the convicted child molester inflicted on them. Mediators appointed by Penn State have begun settlement discussions with at least 20 men who accused Sandusky of sexual abuse, the Philadelphia Inquirer reported. The accusers involved in the talks include eight who were named in the state prosecutors’ case against Sandusky, four who filed lawsuits or alleged molestation via the media, and at least eight others who have not made their allegations public.“All of these claims will be very different from one another factually and potentially legally,” negotiator Michael K. Rozen told the Inquirer. “We’re having lots of discussions so far about how to go about evaluating them.”Rozen and law partner Kenneth R. Feinberg handled the compensation for the Sept. 11 victims fund and victims of the 2010 BP Gulf oil spill, and Penn State hired them to handle negotiations for settlements with Sandusky’s alleged victims.“Right now, we’re trying to think through how we transparently – both to the claimants and the university – put the claims into some sort of hierarchy,” Rozen said. “Because there’s so much attention being paid to this, we don’t think we can have 20 separate negotiations and 20 separate resolutions.”No one has publicly provided an estimate of how much the university may be willing to pay in settlements to Sandusky’s victims. At 68, the sentence by judge John Cleland means Sandusky will likely die in prison, which is what many of the jurors said he deserved for manipulating youths he preyed on in his charity organization, Second Mile.Legendary coach Joe Paterno was fired in the aftermath of Sandusky’s arrest and later died from complications of cancer.Penn State president Rodney Erickson issued a statement that read, in part: “While today’s sentence cannot erase what has happened, hopefully it can provide comfort to those effected by those horrible events.”Sandusky maintains his innocence and plans to appeal, a process his lawyer, Joe Amedola, has said will probably begin in the coming weeks. read more

Football Timing of Urban Meyers retirement saves Ohio State millions

Urban Meyer watches the Buckeye offense in the third quarter of the game against Penn State on Sept. 29. Ohio State won 27-26. Credit: Casey Cascaldo | Photo EditorUrban Meyer will leave more than just his legacy at Ohio State. When the Buckeyes head coach retires Jan. 2, he will leave millions of dollars on the table, abandoning nearly $28 million in guaranteed pay had he remained as head coach until his contract expired in 2023.Meyer was set to receive an annual base salary of $840,000, with guarantees of $4,544,000 per year, according to an addendum in his contract signed in March 2018. He was also to receive separate payments of $160,000 for each January 31 he was employed between 2019 and 2022. He also forgoes bonuses that could add another $12 million if his team was successful on the field and in the classroom. According to the third addendum in Meyer’s contract, the Ohio State head coach could receive bonuses of $50,000 for winning the Big Ten East, $100,000 for winning the Big Ten, $200,000 for appearing in a College Football Playoff bowl game and $250,000 for appearing in a College Football Playoff semi-final game. However, if his team were to advance to the College Football Playoff finals, he would not receive the $250,000 but would instead be receive $350,000.The contract also offers bonuses of $50,000 for winning Big Ten Coach of the Year and $75,000 for National Coach of the Year. Despite winning three Big Ten titles and a national championship, Meyer never received either of the two coach of the year awards. If Ohio State had chosen to buy Meyer out of his contract after this season, Meyer would have received a buy-out of $38,058,402. Meyer would only receive that money if his contract was terminated by the university for a reason beyond one deemed as “for cause.”In an extension signed in March of 2018, Ohio State and the head coach agreed on this buy-out amount unless Meyer’s contract had been terminated “for cause.” The contract would be void if the head coach violated Ohio State’s Sexual Misconduct Policy and Title IX, which includes sexual harassment, sexual assault, sexual exploitation, intimate violence and stalking. Meyer was suspended for the first three games of the 2018 season after he had “failed to adhere to the precise requirements” of his contract, in terms of responding to the domestic violence allegations made against former Ohio State wide receivers coach Zach Smith, according to the summary of investigative findings released on Aug. 22. Meyer was docked two separate payments of $285,253.84 as a result of his suspension. read more
